Remember also the story of Elias, when the heavens were closed three years and six months; when, although there was clear weather on the summit of Carmel, he heard a voice of many waters; then there followed thunder coming from the clouds and water pouring down.35 The Lord, therefore, is upon many waters. ‘The voice of the Lord is in power.’36 As there is a voice in a wheel, so the voice of the Lord is in power.
